City Halls to Cancun Corridors recognised that changing balances of power also affect global climate negotiations. Prodipto Ghosh's lecture clarified and reaffirmed India's position in international climate negotiations. Particularly dear to his argument was the concept of historical responsibility when it came to carbon emissions and climate change.

Prodipto Ghosh

Dr. Prodipto Ghosh, recipient of the BP Pal Centenary Memorial Award for Outstanding Contribution to Environment and Resource Conservation (2006), is a multidisciplinary professional specializing at the interface
of science, economics, and public policy. Dr. Gosh obtained a Ph.D
in Economics and Policy Analysis from the Carnegie-Mellon University, Pittsburgh PA, a B. Tech in Chemical Engineering from the Indian Institute of Technology, New Delhi. He was a member of the Indian Administrative Service (IAS) from 7/1969 to 5/2007.
Dr. Gosh has had extensive experience in the fields of economics and the environment, which can be seen in some of his past positions such as:
Senior Environment Specialist, Asian Development Bank, Manila (9/1994 to 5/2001), Economic Advisor and Additional Secretary to the Prime Minister
6/2001 to 6/2003) and Additional Secretary, Department of Economic
Affairs, Govt. of India (6/2003 to 9/2003). More recently, Dr. Gosh has had the positions of Co-Executive Secretary of the Indo-US Economic Dialogue, and Secretary, Ministry of Environment & Forests, Govt. of
India (9/2003 to 5/2007). Dr. Gosh from 2008-2020 has been and will continue to be a member of the National Security Advisory Board (NSAB).
He has furthermore held numerous consultancy positions with the UNDP, FAO, and the IAEA, World Bank, and Asian Development Bank,
Currently, he is Distinguished Fellow at The Energy & Resources Institute (TERI), New Delhi. His concurrent positions include: Member of the Prime Minister's Council on Climate Change; Member of the National Expert Committee on Climate Change, and Scientific Consultant in the Office of
the Principal Scientific Adviser to the Govt. of India. He was a member of India's Core Group for international Climate Change Negotiations from 2001 to 2009 (Leader of the Official Team during 2003-2007), and Principal
Author of India's National Climate Change Action Plan. He is a member of the Eminent Persons Group on G-20 matters of the Ministry of Finance. He is also Chair of the Task Force on Climate Change of the Federation of Indian Chambers of Commerce and Industry (FICCI), and Senior Advisor to the World Bank on the Economics of Adaptation to Climate Change.
